Accounts & Operations Coordinator – Dhaka – USAID Ag Extension Project

Job Description / Responsibility
• Reports to: Deputy Chief of Party, Operation
• Employment Status: Regular
• Timeframe: July 2016 – September 2017
• JOB STATEMENT:
• The primary purpose of this position to ensure accuracy of expenditure at all regional offices and Head Office. This position will be responsible to provide support to prepare budget, budget monitoring and training to Finance and Admin staff. The Accounts & Operations Coordinator needs to provide support to control project assets at Head office, Regional office as well as district office to ensure uniform system are established in all offices.
• KEY RESPONSIBILITIES:
• Review all bill registers, advance registers, accruals reports, bank statements, bank reconciliations and other related financial documents of Dhaka office and field offices;
• Provide support in preparing monthly financial statements of all regions and Project Head Quarters (PHQ) for ensuring accuracy as per approved budget and account line.
• Visit all regional offices cost centers/district offices and review bill/vouchers hard copy, Tally entry, budget and documentation process sample basis.
• Visit field activities to review the financial transactions at beneficiaries` level sample basis according to the participant lists.
• Prepare visit report highlighting the major findings and recommendation for further improvement of financial documentation for better internal control.
• Review project regional offices and its partners` financial report monthly basis and analysis the expenditure as per approved /obligated budget.
• Regular financial monitoring in field offices and work with the internal Audit team to resolve the regional audit issues together.
• Assist Program personnel in preparing annual budget as per Annual Implementation Plan (AIP) and matching line with Tally code as well as donors approved budget line.
• Support to prepare annual budget and training to district and regional finance staff to ensure the quality report, budget monitoring and establish financial control adequately.
• Ensure proper inventory of all projects assets and assist Administrative and Logistics Coordinator for quarterly and annual inventory report of regional offices.
• Ensure usage of similar forms/templates across the organization for Operational services like HR, Admin, Finance and procurement.
• Closely coordinate with the Chief of Party, Deputy Chief of Party, Regional Managers, District Managers, regional support staff and all operations section heads at PHQ regarding logistics and other support services.

Educational Requirements
Masters with Honors in Accounting or Financial Management. Candidates with CA /ICMA intermediate course completed from any professional institute will be given preference.

Experience Requirements
At least 7 year(s)

Additional Job Requirements
• At least 7 years` experience in financial management and/or analysis with a reputed development organization.
• Knowledge: Advanced knowledge on Tally software is a must. Knowledge on USAID financial management is added an advantage.
• Skills:
• Financial analytical report writing skill
• Ability to work in a big diversity team.
• Good managerial and leadership qualities.
• Excellent planning, interpersonal communication, organizing abilities.
• Strong ability in problem solving and decision making.
• Appropriate professional skills on communication both in Bangla and English.
