Job Description / Responsibility
Voluntary Association for Rural Development (VARD) has developed partnership with Oxfam in Bangladesh to work on Urban Programming with specific focus on Disaster Risk Reduction (DRR) in urban areas titled “Enhancing Inclusive Disaster Resilience in Bangladesh” in Sylhet City Corporation area, where the duration of the project is initially for one and half years. The aim of the project is to contribute toward Disaster Resilient of Bangladesh in urban areas in coordination and collaboration with Disaster Management Committees at different level and other relevant government and non-government institutions.
The key purpose of this position is to implement the Project which built through DRR component. The Finance & Logistics Officer will support the financial and logistics management in coordination and support of other team members
TASK & RESPONSIBILITIES
Financial Transactions & Operations
Check/review of regular expenditures (bills/advance adjustment/house rent, etc) for the projects
Prepare vouchers for payment
Entry in Ledger
VAT & TAX payment
Disburse advances accordingly
Ensure compliance of financial policies & procedures
Maintain contact with Banks and other counterparts
Prepare monthly Bank reconciliation statements.
Daily entry into Ledgers / Tally (ERP9).
Act as Custodian of Petty Cash (for Project Office)
Disburses wages to the labor/worker for Cash for Work (CFW) if any.
Preserve invoices/vouchers in safe place.
Influence others to share understanding on DRR/Disaster Management.
Meeting the requirement of NGOAB.
Budget preparation, monitoring and analysis
In collaboration with finance team and program units, assist in the preparation, monitoring and variance analysis of budgets
Respond to queries in matters related to the budget and expenditures
Forecast monthly/quarterly spending
Financial Reporting and fund requesting
Assist in the preparation of monthly/quarterly and annual financial reports
Ensure that reporting deadlines are adhered to.
Preparation of monthly receipts & Payments accounts for CO recording.
Preparation of monthly fund request to CO mentioning details of the requirement.
Yearly Closing, Audit etc.
Assist in yearly closing of QuickBooks and other financial matters.
Respond to auditors’ queries
Take necessary measures on financial matter as per audit recommendations
Participate in procurement committee
Participate in the field/ office procurement of goods and services in accordance with organization’s procurement policies and procedures.
The above contains the main outline of Finance and Logistics Officer’s duties; therefore organization may be assigned other activities whenever required as per project need. Should an additional responsibility become a regular part of an employee’s job, the description will be amended in consultation with the employee.

Minimum 5 year(s)
Additional Job Requirements
Experience:
Minimum of 05 years professional experience in financial management preferably in NGO(s). Work experience in DRR sector will add value.
Experience of coordination with Donors, donor reporting etc.
Computer proficiency in Excel spreadsheets and other financial Software, e.g. QuickBooks; word processing; Email; data management
Other requirments:
Good written and spoken in English will add value.
Good Computer Skills:
Knowledge of project budgeting and forecast
Ability to work well under pressure and in response to changing needs.
Ability to travel and to work in difficult circumstances.
