Challenge Fund Manager – Nathan Associates London Ltd – Dhaka

Job Description / Responsibility
• The Business Finance Challenge Fund (BFCF) provides up to a matching grant to innovative commercial driven projects in the financial sector to help absorb some of the commercial risk in triggering innovation, speeding up implementation of new business models and/or technologies that have the potential to positively impact on Micro and Small Enterprises in Bangladesh. It is looking for big positive impacts on the numbers of MSEs reached with new financing products as well as reaching out to new MSE clients which financial institution have not previously dealt with. Thus the BFCF will focus on testing new business models that have a direct impact on improving the MSEs? ability to access finance. More information can be found on: www.bfp-b.org
• The Challenge Fund manager will report to the BFP-B Team Leader and DFID, and will be responsible for the following:
• Marketing the Challenge Fund and its various windows to potential applicants ensuring that there is sufficient interest amongst eligible organisations to apply to this instrument;
• Provide guidance to applicants throughout the application process and help stakeholders prepare and refine applications that meet the fund?s objectives;
• Perform due diligence i.e. assess market credibility, management capacity of the applicant organisations; check their credentials, and professional expertise in managing such projects.
• Negotiate and finalise grant agreements with successful applicants that link challenge payments to progress milestones ensuring that the project is on course to deliver the returns to the fund, and ensuring compliance with any conditionality attached to challenge fund Panel decisions.
• Manage and monitor implementation of projects including assessment of whether milestones have been met and monitoring risks within individual BFCF financed projects.
• Support in supervising baseline and end of project surveys
• The position will be full time based in the BFP-B project office in Gulshan and will be contracted until end of June 2018 with an immediate start.

Additional Job Requirements
• The ideal candidate will have experience of:
• i) issues around financial sector inclusion, particularly with respect to micro and small enterprises in Bangladesh;
• ii) deep understanding and experience of working with financial institutions (banks, microfinance institutions, insurance companies) as well as private sector organisations of various sizes within the country; and
• iii) managing and monitoring donor grant financed programmes.
