Pathfinder is seeking a Deputy Chief of Party (DCOP) candidate to co-lead the implementation and oversee the implementation of the NGO Health Service Delivery Project (NHSDP) in Bangladesh. This five-year USAID-funded project focuses on supporting 25 local NGO partners to offer the Essential Services Package (ESP) in Population, Health, and Nutrition to approximately 24M people across Bangladesh. The United Kingdom Department for International Development (DfID) has provided supplementary funds to support current efforts and to strengthen the focus on FP and maternal health (MH) outcomes. NHSDP also emphasizes behavior change communications (BCC), community mobilization, and institutional strengthening of local partners. NHSDP aims to achieve the following intermediate results (IRs): IR1 – Client Base Expanded, Especially for the Poor, for a Quality Essential Service Package (including: IR 1.1 Improved access, especially for the poor, to a quality ESP through a cohesive network of NGO clinics; IR 1.2 Strengthened partnerships and coordination with GOB health authorities and other USAID-supported Projects; and IR 1.3 Enhanced sustainability of ESP delivery through innovative financing structures); IR2 – Optimal Health Behavior Promoted (including IR 2.1 Healthy behaviors and care seeking practices improved through behavior change communication/knowledge management and IR 2.2 Linkages with communities strengthened through community mobilization); and IR3 – Local Ownership of Service Delivery Enhanced (including IR 3.1 Institutional capacity of all local NGO partners strengthened.
The Deputy Chief of Party (DCOP) provides strategic direction and managerial oversight of the programmatic and technical aspects of the Project. S/he oversees the day-to-day work of the project and is responsible for the effective use and deployment of staff and financial resources to achieve project targets. The DCOP is accountable for all aspects of the Project’s effective management, timely implementation of activities, and stakeholder relationship management. S/he collaborates with the COP to ensure that program objectives are met, all activities are responsive to the needs of the host country, and the program continues to advance and play a key role in contributing to Pathfinder’s programming in Bangladesh. The DCOP will work with the COP to increase visibility of Pathfinder’s programs in Bangladesh and to position the organization as a leader in the fields of maternal and child health services for the poorest of the poor and as a successful partner in the development and cost effective implementation of USAID-funded programs.
