Job Description / Responsibility
• Role and Scope of Assignment :
• The Bangladesh Disaster Management (DM) TA will be based in Caritas Bangladesh (CB) Central office in Dhaka. The DM TA will be responsible for managing the implementation of a DRR project reaching 4,000 households and building capacities of communities and local government to improve resilience against any disaster. Also, s/he will support emergency management projects, working closely with CB counterparts to develop emergency response and recovery proposals and budgets, and support reporting and oversight. S/he will also represent CRS at national level forums in various clusters related to DRR.
• The TA DM will also support Caritas Bangladesh to continually improve quality of their emergency response, recovery and DRR projects. S/he will provide technical guidance to strengthen the Caritas DM department through the Institutional Capacity Building Project.
• The TA DM will also support capacity and provide technical assistance for future disaster management or DRR programs and CB proposal development.
• The TA DM will report to the CRS Country Manager (CM) in Dhaka and will be supported by the CM as well as by CRS staff in the South Asia sub region, the East and South Asia (ESA) region, and globally as needed. The position will require frequent travel (50%) within Bangladesh and occasional travel outside Bangladesh.
• Responsibilities:
• Program Quality
• Oversee and directly support the implementation of emergency management and DRR projects in Bangladesh focused on resilience of livelihoods, shelter, water and sanitation, and other basic needs, by collaborating with CB teams to ensure CRS/CB standards and donor requirements are met.
• Collaborate with the CM and CRS ESA to ensure that donor MEAL requirements including evaluations and reviews are met by ensuring the quality of evaluation methods, tools, and data.
• Support CB field teams, including coordination with MEAL TA to maintain a high-quality MEAL system for DM projects.
• Take a leading role in developing new programs, engaging with partners, and writing high-quality concept notes and project proposals to expand CRS and CB DRR and emergency response programming in Bangladesh.
• Work with the CM and MEAL staff to devise strategies to answer learning questions and develop and implement learning tools specific to Bangladesh that complement the agency emergency learning agenda
• Support training and technical assistance initiatives as requested by CB, especially in the areas of climate change, DRR and emergency management.
• Ensure beneficiary protection and accountability to a range of stakeholders through increased participation, transparent communication, and responsive feedback mechanisms
• Under the leadership of the CM and CB Program Manager- Disaster Management, participate fully in responses to emergencies in Bangladesh.
• Work with CB to strengthen their internal emergency response mechanisms and develop/strengthen coordination mechanisms with CRS, other donors, government agencies, and other emergency response agencies/organizations in Bangladesh.
• Management Quality
• Ensure high quality and accurate financial and programmatic reporting to CRS and external donors
• Review and monitor monthly project spending reports and provide inputs for budget forecasting and annual program planning exercises
• Upload and maintain complete and accurate project documents and files on the CRS Gateway portal
• Work closely with the CRS Partner Finance Coordinator/ESA, CB Senior Accounts Officers at the Central and Regional Offices in budget management
• Oversee other CRS projects and support non-DRR and emergency project activities in Bangladesh, as needed.
• Coordination
• Develop and maintain a close working relationship with key CB colleagues at the Central, Regional, and field-levels. Also, maintain relationships with other CRS Bangladesh TAs and CRS colleagues in Baltimore, Prepared and Resilience (PAR) project team (implementing countries and Baltimore) and the ESA Region.
• Collaborate with the CM and TA(s) to identify growth opportunities in line with the country strategy and CRS guiding principles, reach out to potential collaborators and competitors to gather intelligence about strategy, research, and programming.
• In collaboration with CB, coordinate and facilitate visits to projects by donors and CRS staff.
• Under the guidance of CM, represent CRS in national Government and INGO coordination meetings/clusters, especially related to emergency response and emergency capacity building, Climate Change and DRR.
• Participate in CRS regional meetings, review processes, and periodic consultation in Asia and in US.
• Maintain close communication with the CM for all aspects of project management especially in any director-level communication with Caritas Bangladesh.
• Other tasks requested by the CM and/or Caritas Bangladesh Directors.
