Grants Officer – The Asia Foundation

Job Context
• The Asia Foundation (the Foundation) is seeking qualified candidates to serve as Grants Officer under the three-year (2017-2020) Strengthening and Promoting Active Citizenship in Bangladesh program. The overall goal of the program is to strengthen and promote active citizenship in the democratic space through the achievement of two objectives: 1) increase informed citizen participation and engagement in the electoral process; and 2) enhance accountability between citizens and Government decision makers.
• Reports to: Senior Finance and Grants Officer

Job Description / Responsibility
• Responsible for all aspects of subgrant management – including due diligence, organizational and financial capacity assessment, budgeting, financial monitoring, financial report review, and closeout – for 28 subgrantees under the Strengthening and Promoting Active Citizenship in Bangladesh program.
• Close coordination with the project team to ensure successful implementation of subgrants, which includes: (i) complying with Foundation and donor policies; (ii) achieving programmatic objectives and goals; and (iii) improving grantee financial management systems and capacity.

Educational Requirements
Master’s degree in Finance, Accounting, or Business Administration.

• At least 5 year(s)

Job Requirements
• Work Experience :
• At least five years proven experience in financial or grants management, preferably for an international NGO implementing donor-funded programs.
• Management Skills and Knowledge:
• Knowledge of DfID rules /regulations.
• Ability to provide training and technical assistance to grantees to improve their financial management capacity.
• Personal Skills:
• Strong problem-solving skills and ability to multi-task and handle complex programming challenges.
• Team player with very strong interpersonal and inter-cultural communication skills.
• Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing assignments.
• Other:
• Ability to travel throughout Bangladesh.
• Strong computer skills in Microsoft Office, especially Excel, QuickBooks, and cloud-based systems.
• Excellent verbal and written communication skills in English and Bangla.
