• JOB STATEMENT:
• The Human Resources Manager is responsible for the recruitment, hiring and retention of employees. The Human Resource Manager is also responsible for the managing and operation of the personnel department of the Ag Extension Project, and may assist employees in managing salaries and benefits. He/she plays a large role in the hiring of new staff including posting advertisements for open positions, screening resumes and applications, creating and updating job descriptions, setting interview appointments, and conducting individual candidate interviews.
• KEY RESPONSIBILITIES:
• Formulation & revision of Human Resources Policies & Procedure (HRPP) as a part of Organization Development.
• Overall Management of HR Functions and support for project staff employed by Ag Extension Project, DAM.
• Lead the development and implementation of frameworks for human resource planning, recruitment, selection, induction, confirmation, promotion, separation, disciplinary and termination processes in line with project requirements.
• Continuously monitor staff HR systems utilization, identify gaps and take steps to strengthen project HR management systems.
• Provide professional assistance to the CoP & DCoP for handle project employee`s related functions.
• Ensures legal compliance through monitoring and implementing HR Policy in accordance with Bangladesh Labor Law as well as DAM & USAID policies, regulations and guidelines.
• Development and implementation of performance management systems for all staff in Ag Extension Project including facilitation of performance appraisal, provision of feedback and initiation of corrective actions.
• Develop/revise job description, formats & guidelines & process the yearly staff appraisal as well as identify high-flyer.
• Provide input to implement staff capacity development strategy according to the program demands and priorities.
• In coordination with DAM Head of Admin & HR to ensure that salaries and benefits confirm to local market norms.
• Perform the activities related to planning, monitoring, Project leave management and attendance policy.
• Prepare general official notice and circulate in consultation with appropriate authority.
• Perform any other duties as assigned by CoP and DCoP of the project or DAM higher authority.

Masters/MBA in HRM. PGDHRM will be added an advantage.

• Minimum 5 years relevant work experience in similar position with development organization.
• He/she should have excellent knowledge on Bangladesh lobour law, organization culture, people management & computer literacy.
• Skills:

• Strong ability in problem solving and decision making.
