The role

We are currently looking for Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor to be based in Cox’s Bazar, Bangladesh.

Role Purpose

The main purpose of this role is to provide strong strategic direction and oversight of SCI’s Rohingya Response approach to MEAL in collaboration with MEAL staff across the different sectors. The aim is to enhance the quality, accountability to affected communities and analysis for decision making to bring immediate and lasting change to the lives of children in line with the Rohingya response strategyThe MEAL Adviser will bring significant operational and managerial experience to strengthen and improve the response’s MEAL system. S/he will provide technical advice and direction to the MEAL team to ensure continuous improvement to the existing MEAL system with particular focus on the following areas: qualitative data collection, assessment and evaluations scheduling and coordination, data analysis. S/he ensure that all Save the Children International and Partner projects are continuously monitored for their effectiveness and appropriateness and that lessons are documented and communicated to inform on-going implementation and future programming. S/he will guide and encourage Child Consultations as a common way of seeking inputs from children as part of the response to inform Save the Children International and Partner team in their progress to achieveoutcome/impact projects and meaningful accountability to beneficiaries in line with Save the Children’s and donors’ policies and practices and Save the Children’ Response Strategy.

The MEAL Adviser will be responsible for ensuring the Rohingya Response:

Has sufficient good quality data and analysis available to inform SC’s programmatic effect on affected populations;
Has strong logical frameworks (logframes), approaches to MEAL and budget in all proposals
Has strong documentation, learning and strategic evaluative exercises built into evidence gathering to inform management and strategic decision making.
Adheres to and reports into the Country Office Program Key Performance Indicators (KPIs) (MEAL related) Creates opportunities for regular, timely and meaningful feedback from SC staff, partners, affected communities , ensure closure of issues and analysis signals areas where management and strategic attention is required.
Actively engages with the assigned MEAL Technical Backstop and develops strong working relationships to advance MEAL in the response

Qualifications and experience

QUALIFICATIONS

Education to University degree level (Masters preferred) in a relevant subject or equivalent field experience.

Essential

Significant experience and familiarity with SCI approach to MEAL in emergencies
Previous experience of providing MEAL leadership and managing a team.
Experience in child friendly data collection and community participation and accountability.
Experience in conducting and coordinating assessments.
Experience in conducting or managing evaluations.
Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations.
Ability to work both in an advisory and a hands on implementation capacity.
Proven capacity to supervise, train and coach staff.
Ability to facilitate/conduct large technical trainings for staff.
Experience of representation and ability to represent Save the Children effectively in external forums.
Ability to write clear and effective proposals, assessment and project reports.
Very good knowledge and experience in design, set up and use of data and information management systems and tools
Excellent communication and influencing skills.
Politically and culturally sensitive with qualities of patience, tact and diplomacy.
A high level of written and spoken English.
The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable:

Experience or knowledge of working and living in relevant regions/contexts.
Specific experience of designing and managing MEAL aspects of major institutional donors
Contract length: 9 months, depending on funding
