Job Description / Responsibility
• This position has overall responsibility for the management of all project activities and staff of action to empower local, indigenous Civil Society Organization (CSOs), Local Authorities (LAs) and communities, to promote access to Social Safety Net Programs (SSNPs) for the most vulnerable communities, especially indigenous populations, by enhancing transparency and accountability in the provision of SSNPs in two upazilas under Joypurhat districts. S/he will have overall responsibility for ensuring that; the goals and outcomes of the Action are met, and that the Action is in line with the policies of PUMDO and the EU..The Project Coordinator is accountable for the successful delivery of the goal and outcomes of the project and will regularly report progress in achieving them. S/he will also be responsible of managing the field level implementation of the project. He will also lead Government liaison, Policy compliance, financial management, performance management, staff well-being, budget control, project performance monitoring, knowledge management, reporting, and evaluations.
• KNOWLEDGE REQUIRED:
• The Coordinator should have clear knowledge on contemporary development issues, national development policy & priorities, MDG, PRSP etc. in depth understanding on sustainable livelihood approaches (SLA), right based development approach (RDBA), food security, service delivery approach (SDA), participatory vulnerability community analysis (PVCA), stake holder analysis, and climate change issues etc. practical experiences on dealing no state actors, CBOs, civil societies, privet sectors etc. functional knowledge on LG sectors, campaigns, media advocacy, etc. proven ability in handling community based development projects.
• RESPONSIBILITIES AND TASKS:
• PLANNING:
• Prepare action plan according to activities
• Activities/responsibility distribution among the project staffs
• Prepare implementing plan/guideline
• Prepare expenditure plan according to budget
• Assist staff preparing individual work plan with time line
• COORDINATION AND COMMUNICATION:
• Coordination and communication with local elected representative, elite person, Govt. officials, NGO representative, CBOs and other stakeholders.
• Coordinate with the project implementation team.
• Assist to Project team to project implementation and conducting all activities narrated in project proposal.
• Participate in the meeting of management committee briefing progress.
• Extending assistance to representative of the donor, visitors, monitors and auditors for smooth functioning.
• Collecting information about the concerned program and disseminating to respective desk.
• Coordination with other staff of the office for smooth implementation.
• Assist visitors/evaluators during visit or review.
• Participate into different meetings/ workshops/seminars/rally’s etc
• STAFF DEVELOPMENT:
• Staff appraisal , half yearly and yearly basis
• Steps taken for evaluating skillfulness of concern staff and its development.
• Increase coordination capacity of staffs and team based activities,
• Conflict resolution, solve the problems of staffs and achieve the target from staffs by friendly environment.
• Create gender sensitivity environment in project operations.
• REPORTING & DOCUMENTATION:
• Preparing in different types of project report as per requirements.
• Submission of reports to executive director of the organization or respective authority in time.
• Review program related monthly reports.
• Initiatives for preparing various guidelines
• Preserve project related documents
• Formulate a system to documentation in each staff.
• MONITORING & SUPERVISION:
• Prepare monitoring plan following project documents
• Identify monitoring methodology, prepare various monitoring tools and apply those for monitoring
• Progress and process monitor the project intervention and feed back the concerned staffs.
• Follow up implementation and visits intervention areas ensuring quality implementation
• ADMINISTRATION:
• Programming for office management and activities.
• Develop and establish some controlling mechanism such as ongoing monitoring system, evaluation system, supervision and follow up system, information, recording & office system and also storage and asset protection system
• Verifying bills/vouchers of the assigned activities and recommending for payments.
• Monitor the accounts regular basis
• Ensure logistics support to staff and others.
• Approve leave and other benefits of staff.
• Check vehicle movement register and others.
• ADDITIONAL RESPONSIBILITY:
• Provide the overall technical and administrative management for the project and maintain accountability PUMDO, including ensuring all reporting is delivered on time and is of high quality.
• Lead support to and ensure strong technical advice to team members in project implementation in accordance with the standards of Social Safety Net-SSNPs programming and the requirements of PUMDO and the donor including financial and M & E functions;
• Leads in ensuring that gender is effectively mainstreamed thus creating opportunities to empower women and girls to make decisions about their health & nutrition;
