Job Description / Responsibility
• Lead the development and implementation of an appropriate system of planning, reviewing and reporting of program activities
• Support and monitor the improvement of the system
• Ensure that an effective administrative and financial management system is in place, including control of accounts, budgetary system and financial monitoring of the program
• Ensure that administrative and financial procedures of the project and of HELVETAS Swiss Intercooperation are being followed. Ensure preparation of monthly, quarterly and yearly report (both program and financial)
• Meet all queries/comments regarding project administration and financial issue
• Closely monitor the multi-year and yearly budget protecting from over/under budget
• Review PNGOs annual budgets and provide supports accordingly to revise financial plan in consultation and coordination with the PNGOs management and the HELVETAS Country Office
• Arrange internal financial audits and support external audit teams to check PNGOs financial activities and respond to the audit findings
• Oversee service provider hiring process, keep track of payment to service providers consultant, liaise with finance manager and Country Office for consultant payment and appropriate charging
• Ensure effective use of project material and equipment, including vehicles
• Support PNGO team(s) in taking responsibilities with regard to project planning, implementation and monitoring at local level.
• Support the capacity building of relevant staff of PNGOs in the implementation and monitoring of the project activities through regular accompaniment (including coaching and mentoring).
• Facilitate and support PNGO staff members in the preparation and implementation of periodic action plans in accordance with the annual plan of operation of the project through the relevant stakeholders.
• Contribute to the staff development at the PNGOs offices through performance management
• Organize ToT for PNGO staffs on existing budget literacy guidelines for CSOs
• Organize ToT among PNGO staffs on the guidelines on information disclosure mechanisms
• Establish and facilitate the implementation of a monitoring system for the project
• Support the PNGOs and the HELVETAS Swiss Intercooperation Country Office team in the collection of relevant information to monitor progress of project outputs and outcomes
• Contribute to knowledge management (KM) and capitalisation of experiences of the project by capturing, processing and disseminating relevant knowledge and experiences.
• Capture lessons learnt from the implementation of innovative approaches, intervention strategies, and technologies for sharing with all concerned stakeholders
• Organise sharing/exchange events at local and regional level
• Maintain communication with the Country Office and other HELVETAS Swiss Intercooperation projects to exchange to foster mutual learning and ensure programmatic coherence.
• Represent the project and HELVETAS Swiss Intercooperation in different local networks, platforms and at the relevant government agencies including District and Upazila administrations, line agencies, local governments, NGOs and other CSOs.
• Develop strategies to build purposeful relationships and partnerships with related public, CSOs and local government.
• Maintain and establish linkages/collaboration with related programs and projects implemented by other organisations in the same geographical locations for establishing synergies and effective implementation of the project.
• Build strong linkages with the media to share project innovations and achievements and to amplify the voice of the project participants.

Educational Requirements
Master degree from a recognized university preferably in Development Studies, Social Science etc.
Experience Requirements
At least 6 year(s)
Additional Job Requirements
• At least 6 years work experience in the Local Governance preferably building capacity of the UPs and CSOs.
• In-depth knowledge and practical experience in legal framework of local governance.
• Strong skills in facilitating and advocating local and national government institutions deal with local governance issue.
• Good understanding of the local governance system of Bangladesh in the light of its` social, economic and political context.
• Strong analytical skills and expertise in monitoring and evaluation.
• Strong networking, communication, writing and presentation skills and ability to produce quality reports both in Bangla and English.
• Experience in hands-on field level capacity building, skills development and training facilitation.
• Ability to foster synergy between different relevant projects.
• Basic computer skills in MS Office package.
