Job Context
• The Asia Foundation (the Foundation) is seeking qualified candidates to serve as Senior Program Officer (SPO) under the Strengthening and Promoting Active Citizenship in Bangladesh program. The overall goal of the program is to strengthen and promote active citizenship in the democratic space through the achievement of two objectives: 1) increase informed citizen participation and engagement in the electoral process; and 2) enhance accountability between citizens and Government decision makers.

Job Description / Responsibility
• Serve as primary interface between the Foundation and EWG Program Managers to ensure timely and cost-effective implementation of program activities;
• Establish and maintain productive working relationship with EWG executive heads, EWG program managers, local election officials, and other electoral stakeholders;
• Maintain regular communication with EWG NGOs and travel to field on a regular basis to oversee and monitor implementation of planned activities;
• Conduct training on short- and long-term observation as well as other electoral issues
• Assist in the preparation of training manuals, guidelines, observation checklists, and other programmatic tools;
• Assist in the preparation of EWG press releases, observation reports, advocacy papers, and other documents deemed necessary for the Foundation/EWG.

Educational Requirements
Master’s degree in Political Sciences, Public Administration, Development Studies or a related field; a Bachelor’s Degree with demonstrated relevant experience of at least 7 years may be substituted.

• At least five years of experience working on elections program, with international NGO experience implementing donor-funded programs preferred.
• Experience in training and capacity building in the field of governance, preferably in elections.
• Experience in creating professional written reports, policy briefs, and/or blog posts.
• Experience in the implementation of complex, multi-stakeholder program activities.
• Experience in working with NGOs and managing grants to civil society organizations, government partners, and international donors.
• Management Skills and Knowledge:

• Good understanding of election administration, long-term and short-term election observation, and other election-related activities.
• Strong research and analytical skills.
• Ability to take key program messages and activity outputs and communicate them effectively to different audiences through multiple mediums.

• Strong problem-solving skills and ability to multi-task and handle complex programming challenges.
• Team player with very strong interpersonal and inter-cultural communication skills.
• Ability to develop new ideas and flexibility to go the extra mile to make them become reality and in completing program assignments.

• Strong computer skills in Microsoft Office and cloud-based systems.
• Excellent verbal and written communication skills in English and Bangla.
