JOB CONTEXT :
Humanity and Inclusion has been working in Bangladesh since 1997 and promotes an inclusive approach by focusing on access to services for all whenever possible. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society. Since 1997, HI in Bangladesh has been particularly active in the field of physical rehabilitation, Inclusion and Mainstreaming activities. Over the years, HI has gained significant experience in supporting the disability movement in the country especially by working with Disabled Peoples’ Organizations (DPOs). It has provided significant support to these organizations to become independently capable to actively and efficiently advocate for the rights of people with disabilities especially in the areas of Health, Education, Livelihoods, and Protection.
Since the end of August 2017, more than 600,000 people from the Rohingya minority have crossed the Myanmar border and taken refuge in Bangladesh. The humanitarian needs are huge in terms of food, access to water and sanitary facilities, but also health care, shelter, and protection. HI has been working in two refugee camps, makeshift shelters and host communities in the Teknaf and Ukhiya districts of Cox’s Bazar since 2007. Since October 2017, an emergency response team was deployed to Cox’s Bazar to support in the response. Since then, the activities and resources in Cox’s Bazar has tripled and is still constantly growing. As the first phase of the emergency has passed, the Programme is now working to stabilize the response and ensure humanitarian to development nexus.
Currently HI Bangladesh has 5 sites: in Sitakunda, Chittagong; in Cox’s Bazar town, Teknaf and Ukhiya in Cox’s Bazar district; and in Kurigram.
YOUR MISSION:
Under the management of the Country Director you are responsible for the application and respect of the program’s administrative, human resources, financial and logistics management.
You supervise a team of 3 composed of a Finance manager, HR Manager and Logistic Manager, while the programme employs around 100 national staff.
You are responsible for leading the support services department with following activities:
Take part in the drafting and implementation of the Country Program Framework (finance, Administrative, HR aspects)
Manage the program’s financial resources
Implement the program’s HR strategy (pay, social and training policies) and ensure implementation of HR processes
Ensure the program’s logistics management (general services, procurement, equipment, vehicle fleet and stocks) in compliance with internal procedures and donor requirements
Manage the support services team, with a specific focus on capacity building
This position should be nationalized within 2 to 3 years maximum; you will participate in the preparation of this nationalization.
YOUR PROFILE :
You hold a degree in finance, administration or any diplomas relevant to the function
You have at least five years of experience in managing the support services or the administrative department of an INGO program, outside of your country of origin
Previous experience with HI is an asset
You have strong finance management skills, you have been handling various donor budgets
You have a professional level in writing/reading English
You have very strong inter-personal communication skills
CHARACTERISTICS OF THE POSITION:
This position is based in Dhaka. Dhaka is a large and densely populated metropolis, which is rapidly expanding. The office and expatriate housing are located within the diplomatic area, in Gulshan. Public transport options are limited and not accessible for expatriates, so alternative options are provided by HI.Traffic and movement by car within Dhaka can be slow. Main health concerns are dengue fever and chikungunya fever.
Security is an issue of ongoing concern in the country. Expatriates have to strictly follow the security rules, which are periodically updated. The security for expatriates has recently deteriorated with attacks specifically targeting foreigners, putting additional restrictions on expatriate movement. Expatriates are currently only allowed to move by car; walking in the streets is restricted to specific areas.

Starting date : April 2018
Length of the contract: 12 months**
Employee status:
Salary from 2757 € (gross) / month depending on the experience of the candidate
Perdiem : 536 euros net/month
Hardship allowance: 250 euros net/month
Insurances : medical coverage, retirement planning, repatriation
Paid holiday : 25 days per year
R&R : 5 days every 3 months, coverage of transportation up to Bangkok
Status : position open to couples/families, though families with children at school age are not recommended due to the security/movement restrictions
