Job Description / Responsibility
• PURPOSE OF THE POSITION:
• The purpose of this position is to provide leadership in WVB`s Grants Resource Development & Compliance Unit in order to ensure retentions and acquisition of new grants as well as providing overall technical support and coordination in enhancing World Vision Bangladesh`s capacity in Grant acquisition and grant management within the framework of the Country Strategy. The position will interact with donors as well as World Vision Support Offices (Funding Offices) to identify opportunities, map out potential partners and develop proposals as well as provide donor compliance oversight during the implementation stage.
• The position will work with the Director for Resource Development & External Engagement, the Program Field Operations, Program Quality, Technical Advisors and the Humanitarian Emergency Affairs & Climate Change teams to assess the needs of poor communities/ sectors and develop appropriate programs/projects that respond to these needs in line with the priorities and programs of the different sectors & ministries.
• The position will ensure that appropriate systems, competencies, processes and implement outlined procedures for resource acquisition & management.
• KEY JOBS OF THE POSITION:
• Develop winning grant applications targeting bilateral and multilateral donors, trusts, foundations and other donors;
• Manage/Mobilize resource development team to lead out in proposal development and management oversight of on-going grants;
• Support development of the resource acquisition strategy and annual business plan to achieve the target of diversifying resources through non-sponsorship and institutional grants funding;
• Provide strategic guidance to regional field operations team and technical team to focus in strategic impact or program objective/areas that needs funding support;
• Manages communication with World Vision Support Offices in the mapping and screening of opportunities, mapping out potential partners, management of the proposal development and acquisition process and donor compliance oversight during the implementation stage;
• In consultation with other program and support teams, design, develop systems, processes and tools to increase preparedness of WVB to compete for grants (e.g. capacity building of design team on proposal development, identifying potential partners etc.);
• Support grant project teams through improving quality of implementation and compliance of donor requirements of on-going grant- funded programs/projects.
• Conduct and update landscape analysis and donor landscape in country;
• Development of a business plan for the resource development unit and manage its implementation;
• Developing and instituting processes and workflows for diversifying resources according to World Vision Bangladesh resource development strategy;
• Manage/Supervise members of the resource development and management team;
• Manage the identification and screening of potential partners/sub-grantees and consortium members; for acquisition
• Assist operations team in the assessment of gaps in programming and funding;
• Support operations in identifying funding gaps for replication, scaling-up of initiatives/ high impact program models in line with ministry strategies and goals;
• Coordinate with Support Offices in the mapping and screening of opportunities, planning acquisitions, development and generation of concept notes and proposals;
• Initiates Global Office/National Office decision-making, design and review meetings for concept notes and proposal applications based on grant procedures;
• Assigns resource development coordinator to manage acquisition processes after a Global Office decision had been made;
• Develop and implement proposal development plan involving multifunctional teams.
• Conduct training events and workshops for relevant staff.
• Liaise /coordinate with sector specialist/public engagement team in the partnership scoping,relationship building and formalizing partnership agreements required for grant acquisition;
• Leading the National Office Compliance Monitoring team in exercising oversight to grant-funded projects/programs;
• Liaise with Support Offices on matters of grant compliance;
• Manage and support start-ups and close-outs of grants funded project;
• Synthesize lessons from implementation to aid design of future projects; e.g Child Labor Reflection/Synthesis of lessons . Dissemination of lessons learnt and best practices from major program interventions.

• Masters/ Post Graduation degree in relevant fields such as Development Studies, International Development, Rural and Urban Development, English, Business Administration etc. is essential.

• At least 7 years of development sector experience is required of which 5 years need to be directly on grant acquisition.
• Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global and local contexts.
• Understanding World Vision`s major sector and themes or work is critical.
• Broad understanding and in-depth knowledge of government and bi/multilateral agency funding requirements and systems.
• Excellent conceptual and practical skill to write project concept paper and design documents of the project.
• Skills in project design, budget preparation, evaluation and report writing.
• Skills in monitoring and development of log-frames.
• Skills in monitoring and development of log-frames.
• Proven capacity building ,facilitation and training skills.
• Excellent command in English , both written and verbal.
• Decision making and conflict resolution skills.
• Competent in using MS Word, MS Excel and PowerPoint presentation.
• Ability to work under stressful condition and adaptive to local culture and situation.
• Managing and Coordinating Development/Relief Program in World Vision or similar agencies.
• Have the experience of dealing negotiations with the Govt. and Bi / Multi-lateral Agencies.
• Experience in working with a cross-cultural environment – preferably in Asian context.
• Must be willing and able to travel nationally up to 15 weeks per annum.
• Will provide guidance, support, coaching and mentoring to Department /Unit Heads and ensure a culture of collaboration and communication is maintained.
