Job Description / Responsibility
• Energy
• Implements and ensures adherence to the mission energy policy
• Supports the electrician and project technical logisticians in installing and maintaining safe, reliable and efficient energy systems.
• Ensures that the 3 energy checklists are carried out annually in all locations
• Works with supply on procurement of energy equipment
• Ensures regular visits by the electrician to the project sites
• Biomedical
• Implements and ensures adherence to the mission bio-med policy
• Ensure that management, functioning and use of all biomedical equipment in OCA projects effectively supports (and avoids disruption of) MSF medical activities
• Assure Biomedical equipment meets the minimal standards and is safe and correctly installed (electrical, dust, heat, humidity).
• Ensures that preventative maintenance tasks are performed on all bio-med equipment
• Propose an answer in case of breakdown of (critical) equipment; back-up or contingency plan
• With the projects, calculate spare parts needs (using the OCA tool) every order cycle
• Fleet management
• Implements and ensures adherence to the mission fleet management policy
• Supports the mechanic and project technical logisticians in maintaining MSF vehicles with standard repairs and checks
• Implement procedures to ensure and to monitor that all drivers properly record problems, damage, or accidents in the vehicle logbook, and report to the mechanic for repair and to the supervisor.
• Implement procedures to ensure and to monitor that the vehicle inventory, documentation and first aid kit are inspected and checked on a monthly basis by the responsible driver.
• Implement procedures that services (A, B, or C service) are done in time and are clearly and fully recorded in the vehicle logbook
• Implement procedures to ensure and monitor use of fuel
• Ensures appropriate registration and all documents for vehicles
• Provides supervisor advice on vehicle insurance in the mission
• ICT
• Implements and ensures adherence to the mission ICT policy
• Supports the ICT officer and project technical logisticians in installing and maintaining safe, reliable and efficient ICT systems.
• Ensures the communications checklist is performed once a year in all locations
• Ensures regular visits by the ICT officer to the project sites
• Construction and water and sanitation
• Supports the project technical logisticians in construction and water and sanitation works
• Ensures that Project Implementation Forms (PIF) and other construction forms are used correctly
• DHAKA Coordination
• 1. Vehicles management
• Supervise head driver in his functional supervision of drivers.
• Plan movements and vehicles for project travel.
• Closely monitor fuel consumption
• Identify needs for tools, spare parts, vehicle contents, etc..
• 2. Repairs and maintenance
• Ensure facilities remain in good state (plumbing, lighting, roofing, furniture etc.).
• Ensure equipment remain in good state (power supply, cold chain, comms, computers etc.).

Educational Requirements
Graduation degree, preferably engineering.

Experience Requirements
• 2 to 3 year(s)

Additional Job Requirements
• Demonstrable experience in supervising, managing/coaching and training others (people management).
• Proven experience in most of the following areas: Vehicle Mechanics/ Fleet management, Electricity, ICT, Biomedical, Construction, Water & Sanitation
• User level knowledge of MS software (Word, Excel)
• Ability to act as part of a multi-cultural and multi-disciplinary team.
• Ability to organize and priorities workload, using initiative when appropriate.
• Willingness to be present in unstable environments.
• Good command of English.
• Available for a minimum of 12 months.
